Prime Minister and Vice President retired, Mr. Cleopa David Msuya has congratulated the President of the United Republic of Tanzania, Jakaya Mrisho Kikwete to initiate a new constitution and has consultant kutokuvunjwa encouraged by what he described as "small things" going on within the Constituent Assembly of the Constitution.
